لتعزيز الترابط بين الأمم وتجديد التزامها بحفظ حقوق الأطفال وتحسين أوضاعهم، تمر الذكرى الثلاثون على اعتماد الـ 20 من نوفمبر لإحياء اليوم العالمي لحقوق الطفل باعتباره ذكرى سنوية لتاريخ اعتماد الجمعية العامة للأمم المتحدة الإعلان العالمي لحقوق الطفل واتفاقية حقوق الطفل.

إن المركز اليمني لحقوق الإنسان إذ يؤكد على أهمية العمل الجاد لكفالة حقوق الأطفال أينما وجدوا وفي مختلف الظروف فإنه يشير في هذه المناسبة إلى حقوق أطفال اليمن الذين اهدرت كافة حقوقهم مع أولى هجمات دول تحالف العدوان على اليمن بقيادة السعودية في مارس 2015م، وتنامي الأفعال والممارسات التي ما تزال ترتكبها دول التحالف منذ ذلك التاريخ تجاه الأطفال من قتل وتشويه واستهداف للمدارس والمستشفيات، وحرمانهم من الحصول على المساعدات الإنسانية وارتكاب العشرات من جرائم الاغتصاب والاختطاف، واستخدام مئات الأطفال في الأعمال العسكرية والتي تعد بمجملها من الجرائم والانتهاكات الجسيمة لحقوق الأطفال خلال النزاعات المسلحة.

إن المركز اليمني لحقوق الإنسان إذ يجدد في هذا اليوم التزامه الكامل بالعمل على تعزيز وحماية حقوق الأطفال كواحدة من الفئات الأكثر تضررا من النزاعات المسلحة فإنه يشير إلى التقرير الصادر في سبتمبر 2020 بعنوان “طفولة بلون الدم ورائحة الموت” استعرض من خلاله الحالة المأساوية لأطفال اليمن التي خلفتها ست سنوات من العدوان والحصار الشامل ، ووثق سقوط أكثر من (7272) طفلاً ما بين قتيل وجريح بغارات طيران التحالف، في ظل تواطئ المجتمع الدولي وعلى رأسه منظومة الأمم المتحدة وأمينها العام السابق والحالي، والتي كانت مواقفهما تجاه الجرائم التي ارتكبتها المملكة العربية السعودية وتحالفها بحق أطفال اليمن علامة سوداء ومحطة سقوط مهني وأخلاقي تمثلت في إزالة التحالف بقيادة السعودية من قائمة العار التي تضم الأطراف المسؤولة عن الانتهاكات الجسيمة ضد الأطفال، وبالتالي الاسهام المباشر في إهدار حقوق آلاف الأطفال الذين تم قتلهم وتشويههم وحرمان الملايين منهم من أبسط حقوقهم الأساسية.

ختاماً.. نثمن كثيرا مواقف الأفراد والمنظمات والدول التي ما تزال تناضل للدفاع عن حقوق الإنسان في اليمن وتسعى لوقف العدوان ورفع الحصار عن الشعب اليمني، ونحث جميع أحرار العالم للاستمرار في بذل مزيد من الجهود لتصويب قرارات أجهزة الأمم المتحدة وأمينها العام وبما من شأنه تحقيق الغاية من انشائها وفق مقاصد المبادئ والإعلانات والمواثيق التي تشرف على تحقيقها حفاظاً على حقوق الإنسان وحمايتها ومحاسبة منتهكيها وضمان عدم افلاتهم من العقاب.

Statement on the Thirtieth Anniversary of International Children’s Rights Day

As the thirtieth anniversary of declaring the 20th of November—the date that marks the adoption of the Declaration of the Rights of the Child and the Convention on the Rights of the Child—as the International Children’s Rights Day by the UN General Assembly passes us by, Yemen Center for Human Rights emphasizes the following:

Emphasizing the importance of sparing no efforts to maintain the rights of children wherever they may be and whatever the circumstances, the Center sheds light on the rights of those Yemeni children violated by the Saudi-led coalition’s earliest attacks against Yemen in March 2015, and on the increasing acts and practices have been and continue to be committed by the coalition against children in Yemen that fall into the category of grave child rights violations, including killing and maiming children, targeting schools and hospitals, preventing children from their right to humanitarian aids, committing tens of rape and kidnap crimes, and using children in military activities.

Reaffirming its principled commitment to promoting and protecting the rights of the child as one of the most affected categories in war times, the Center would like to refer to its September 2020 report entitled “Childhood with Color of Blood and Smell of Death”, which sheds light on the disastrous situation experienced by Yemeni children due to the six-year war and blockade, and documents more than 7272 casualties among children due to Saudi-led coalition air strikes met with the tolerance and complicity of the international community, notably the UN and its current and former secretary generals, whose attitudes toward the Saudi-led coalition’s crimes against children in Yemen represent a black spot in the history of the UN, which removed the Saudi-led coalition from the black list for violations against children in armed conflicts—in doing so the UN directly participated in undermining the rights of thousands of children who were killed and maimed and in denying the most fundamental rights of millions of children.

Finally, we appreciate efforts made by individuals, organizations, and states struggling to defend human rights in Yemen and seeking to stop the aggression, and lifting the blockade on the Yemeni people, and we urge all free people to spare no efforts to help the UN reverse its decisions toward crimes being committed against children in Yemen in a way that contributes to realizing the goals and objectives of the UN, based on the purposes and principles outlined in its charters and principle so that human rights can be maintained and justice can be served.
